SLEEPY HOLLOW, N.Y. The River's Edge condo development could break ground on the Castle Oil site as early as spring 2013, but construction will depend on approval from several other village, county and state agencies.
The Sleepy Hollow Planning Board voted 4-1 to approve plans for the 60-unit plex during its r Thursday night meeting. Planning Board Member Hugh Jones cast the only no vote no, saying the project's high density could set a bad precedent for the General Motors development, a proposed mixed-use redevelopment of the former automotive plant that sat along the Hudson River.
We're putting the cart before the horse, Jones said, arguing that too many things have to happen before developers can actually begin construction.
Developer National RE/sources will now be required to go before the Sleepy Hollow Architectural Review Board and the Westchester County Planning Board before building starts. Approvals will also be needed from the Westchester County Department of Health and the New York State Department of Environmental Conservation.
DEC approval is needed because the site will have to have polluted soil removed during the construction project. The Department of Health won't allow construction until Sleepy Hollow increases its water-supply storage capacity.
National RE/sources hopes to have the site decommissioned and demolished by the end of this year.
The 60-unit, 60-foot-tall building will sit on the Hudson River between Horan's Landing Park in Sleepy Hollow and the Hudson Harbor development in Tarrytown. Developers plan to provide an easement to the village for a public pier and an addition to the RiverWalk park.
Village Attorney Janet Gandolfo told Planning Board officials after Jones' comments that their approval was needed for bank approval and county approval. Approving the project would not be putting the cart before the horse, she said.
The county planning board won't review this until the Sleepy Hollow planning board approves it, she said.
