TARRYTOWN, N.Y. – A proposed $22 million budget would maintain the current staffing level while raising the tax rate by 4.23 percent in Tarrytown in 2013-14.

Officials will hold a public hearing to review and discuss the proposed budget Monday at 8 p.m. at Tarrytown Village Hall.

“The development of this tentative budget reflects the same framework as previous budgets—the maintenance of services to our residents that they have come to expect with the minimum tax increase to pay for these services,” Village Administrator Michael Blau said in an introduction to the proposed budget .

The proposed budget includes a tax rate of $286.76 per $1,000 of assessed value, with the average home in Tarrytown seeing an increase of $220.27, according to village officials. The proposed budget is within the property tax cap.

The single largest component of the tax rate increase is due to recouping decreased village tax assessments, down 14.6 percent since 2003 and down 2.52 percent in the tentative budget, Blau said.

Other major cost drivers included pensions, which increased by 1.8 percent; debt service, which increased by 1.83 percent; health insurance, which increased by 4.3 percent; and workers' compensation, which increased by 0.43 percent.
