Sleepy Hollow Continues Village Code Revisions

SLEEPY HOLLOW, N.Y. – Don't expect Sleepy Hollow to allow tattoo parlors within the village anytime soon.

Although neighboring village Tarrytown recently passed a law that lifted a ban on tattoo parlors, Sleepy Hollow's village code revision committee is recommending that the village board keep its own prohibition on the books. Deputy Mayor Tom Capossela echoed the committee's recommendation along with other trustees, saying “I'm against it.”

“Let's leave it in Tarrytown,” he said.

The recent discussion is part of the village's ongoing project to revise its code. The process is intended to update the code and make its language consistant throughout so it can be posted online, village attorney Janet Gandolfo said. Some parts of the code haven't been updated since it was created in the 1930s.

Proposed revisions of the code can be found on the village's website.

Many sections of the code, such as the ones involving the building department, are “relatively new” and do not need updating, Gandolfo said. Other code sections follow the state code and also do not need to be updated.

One proposed change would require larger house numbers on buildings so that emergency services would be able to locate addresses easily. This code change will mostly affect buildings that have no numbers or ones with numbers that are hard to read now, Gandolfo said.

Village Architect Sean McCarthy recommended toughening the code's section on graffiti to reflect what the state is doing. Under that revision, each two foot section of graffiti would be considered a separate violation. Someone who created graffiti that was ten feet long, for example, would be subject to five violations. 

The code committee is also recommending that the building department take up the issue of litter control. McCarthy and his department, Gandolfo said, feel they can go out in the mornings to issue litter summonses.

“It's very difficult for the police to stay on top of this issue with everything they need to do,” Gandolfo said.
