Man Charged With Taking Pictures up Women's Skirts

WHITE PLAINS, N.Y. -- Police arrived at the City Center Target Tuesday after security saw a Sleepy Hollow man use his phone to take photos up the skirt of an unsuspecting women.

As White Plains Police were on their way, Target employees monitoring the store's video surveillance said they saw Jose Piedra, 47, place his AT&T cell phone beneath a second woman's skirt and take a photo.

Officers arrested Piedra around 6:30 p.m. and charged him with one count of second-degree unlawful surveillance, a felony, and one count of third-degree stalking, a misdemeanor. His cell phone and a topical penis enhancer were confiscated, according to police reports.
