Blau Tops Highest-Paid Tarrytown Employees List

TARRYTOWN, N.Y. — Village Administrator Michael Blau tops the list of highest-paid village employees, according to records obtained from the village.

Blau earns $183,112 per year in his job running the day-to-day operations of the village. Following Blau on the list is Village Engineer Michael McGarvey with a salary of $158,572 per year. Police Chief Scott Brown rounds out the top three spots with a salary of $150,218 per year.

“I’d say we’re probably in the middle of the rankings,” Blau said of the village’s salaries compared to surrounding areas.

Blau also said he wouldn’t deny that his salary was one of the highest in Westchester County, but he also noted that he’s been in the business for 30 years and has expertise in the area.

Public employee salaries are considered public records under New York State’s Freedom of Information Law.

Village employee salaries are determined by individual and union contracts, according to Blau. Tarrytown currently employs 96 full-time employees, nine of which are non-union employees.

Non-union employees, such as Blau, McGarvey and Village Treasurer James Hart, negotiate their own salaries. The Board of Trustees then determines what, if any, increases they get per year. This year, Blau noted, non-union employees did not get an increase in their salaries.

Union employees’ salaries are determined by contracts between the village and the union. Police officers, for example, have salaries that are determined by a step system. Blau explained that police officers get a raise after four specific terms, such as completing rookie training. After that, salaries only increase if the union contract includes a specific yearly percentage increase.

Police Chief Brown’s salary used to be determined by a law that said the chief’s salary must receive a dollar for dollar increase as the next lowest union member, Blau said. But the recent tax cap law has eliminated that stipulation.
