Plotch, a professor at St. Peter's University, was pursuing a Ph.D. while working for the state at the Lower Manhattan Development Corporation and the Metropolitan Transportation Authority. He found his dissertation project while trying to learn whether why the state was studying the Interstate 287 decade after decade, and learning that no one knew the answer, according the paper.

Plotch said that communications in the state were like the old game of telephone, where the information gets distorted by the time it reaches the governor, and “By the time it gets to the people who live in South Nyack, you don’t get the whole story." The dissertation became a book, “Politics Across The Hudson: The Tappan Zee Megaproject," reported the paper.
